It wasn't made to "illustrate", it was an integrated part of the game (whether it was playable only for the devs or for customers that's another story, but when the OP said "the housing system you envisioned" I assumed he meant the Umbra project which was the initial list of promises even if the change of name came before the act of breaking said promises).
